Is this an open mesh?

No. It's a jacquard knit - the pattern is knitted into a solid fabric, so you get texture without the see-through.

Are the armholes cut low?

It's a regular tank cut with a crewneck, not a drop-armhole stringer. It covers.

What are seamless shoulders?

The shoulder is knitted through instead of stitched, so there's no seam ridge under a bar, a strap or a grip.
